Tarquinius Constantius Dispositor

Regarded as the founder of the Guild Authority of Porthaven Tarquinius Constantius Dispositor is the administrator who first established organised and approved the first adventuring groups to operate in the city. The spot in the city where Dispositor would hold sessions with the people of Porthaven is where the Guild Authority building would eventually be constructed.
These guilds would contribute to the city’s coffers at a crucial time and under Dispositor’s leadership, Porthaven was able to stockpile provisions to see the city through a poor harvest and a harsh winter. Although Porthaven was not the first polity in Realmgard to sanction the operations of adventuring guilds, it is one of the first to develop the policies concerning their operation and status in a recognisable form.
Dispositor’s legacy is clearly visible in the city, as he is one of the most commonly depicted historical figures in the city’s public statues, paintings, and frescoes. His judgements are also frequently cited in the development of Porthaven’s law systems and he is held as one of the primary founders of Porthaven as a self-governing city-state.
Dispositor first rose to prominence as the one Imperial magistrate to remain in Porthaven after the formal withdrawal of the Empire from the northeast of Realmgard in an attempt to maintain some semblance of order and functional government in the city. This made him both a highly regarded and much-overworked figure in the city.
For his famously unimpeachable personal integrity and honour, Dispositor has become a legendary figure, particularly revered in Porthaven and highly-regarded throughout the rest of Realmgard as a model patriot and civil servant. Numerous moralising stories have been written about Dispositor nobly refusing bribes and threats in order to fairly deliver justice.
Functionally, Dispositor was the first leader of Porthaven as an independent city-state and is sometimes also regarded a the first Prince of Porthaven, though the title of Prince was not formally established until several generations afterwards. Nevertheless, Dispositor guided the city of Porthaven in the crucial period where it transitioned from an outpost of the Elven Empire to an independent city-state.
During the period of multiple claimants to the succession of the Elven Imperial, Porthaven would become part of the so-called Empire of the Islands, which ruled over much of the northeast coast of Realmgard for several generations. Nevertheless, this was largely a fairly brief interlude in Porthaven’s transition to a small but wealthy independent city-state as one of the Free Cities.
Given the tenuous situation in the region of northeastern at the time, Dispositor also tasked the emerging adventuring guilds with the civil defence of Porthaven, so he is also regarded as a key figure in the development of the modern Musketeer Guard of Porthaven and the Porthaven Marines.
In addition to establishing the first guilds themselves, Dispositor also laid out many of the laws and policies governing and guiding their operation. Although the specific statutes have changed over the centuries, many of the principles established by Dispositor continue to influence the operations of the Guild Authority.
Finally able to secure the safety and independence of Porthaven, Dispositor retired to a quiet life on a turnip farm, mirroring the great Elven hero Quintus Marcellinus Styracosaurus.
“Tarquinius” is actually a fairly inauspicious name in Roman history. Tarquin the Proud being remembered as the last King of Rome who was driven out by the populace — famously viewed as a tyrant, it’s not for nothing that the bad guy in the original Star Wars was Grand Moff Tarkin.
Still, it sounds cool, and that was mostly my justification for using it. “Constantius” means something like “hardworking” and “Dispositor” is “the Arranger” or “the Organiser,” referring to establishing the Guild Authority.
I’m not really sure where I was going with this one, but I think I did want to lay out the history of the Guild Authority to some extent.
